Locking Issues with Personal Geodatabase

I am currently using ArcEditor 10.1, and I have been having some locking issues with our personal geodatabase file. We have a few people with ArcDesktop licenses in our office, and several more that use ArcReader (accessing data directly from our server).

This makes it tricky when I want to update any feature classes, fields, etc. I have to ask everyone in the office to close out, including the ArcReader users. Then I can usually do my updates. This morning I wanted to delete a feature class, and replace it with another. I had everyone close out, but it still tells me there is a lock. I enter through ArcCatalog, and try to delete it. It is saying that it is locked by my computer. I have restarted my computer, and it still says this. Do you know why I am getting this error?

We are using personal geodatabases still for our data, because we tried to switch to file geodatabases last year, but had too many locking issues, and could never do any updating. The locks just held on, even after the person was out of the program - similar to my problem now.
