Anno in map v. anno in geodatabase

Some of you might find it easy, and that is why I am here. I just cannot settle on one robust way of labeling feature classes.
Case:
I have one feature class (PavingCuts)
These paving cuts take place in 10 towns (about 1000 cuts per year) :cuts are utility repair (water/sewer)
We will be giving maps (street maps with these paving cuts labeled with a work order for the contractor to locate them and repair or finalize the cut repair).
These cuts have four categories (abr, swlk and cbr, grass)
Now, I can easily label the feature class convert the labesl to anno (in map or geodatabse). But, when I convert to anno in map, the labels show in the other adjacent town map when create the map for the other town, and the same is true when I convert the labels to anno in a geodatabase, they still show up when I open up another town street map. I created an anno feature class, but the same happens, I cannot query out the labels of the neighboring towns that I do not need to show.
So, I just need guidance as to which is the best, most efficient and robust way to label this paving cut feature class... this feature class will be used daily for years to come (if they need map showing just abr, or just cbr, or some combo, show the cuts that are swlk and are final, or in process, or complete. So, there will be some querying performed on the feature class.
I appreciate any help and guidance
