Creating a polygon color ramp from an rgb file

How do I create a polygon color ramp from a file of rgb values for the text in a field of a polygon layer? Reference http://mrdata.usgs.gov/catalog/lithclass-color.php for the tab-delimited text file provided for by the USGS to standardize the colors for the "rock type" fields of the various state geological maps.
