Pdf from mxd issue,

I exported the mxd file into pdf but sounds some layers are missing in the table of content of Acrobat. Only the layers that are labeled on the mxd file appear on the table of content of the Acrobat and can thus be turned on/off

Why other layers that are not label (on the mxd file) don’t appear on the table of content of the Acrobat?

How to let all the layers appear in the table to content of the Acrobat regardless whether they are labeled or not?

How to control this feature?

For example, in the AutoCAD, we one can specify whether to have all the layers on the pdf file or not
