I've never understood why <all other values> appears when symbolosing polygons (Categories -> Unique values) because normally there are no other values, so why ArcGIS insists on creating a category and including it in the legend and TOC is beyond me.
For example, see screenshot below. The count for the <all other values> class is 0, so why does ArcGIS insist on including it? Why can't it turn it off by default when the count is 0 because surely it's just a distraction.
