Maxmum Zoom Level

Is there a way to prevent zooming in past a certain level? I am using aerial imagery for a basemap and I want to find a "sweet spot" where the imagery looks the best (not too close, not too far), and then set that as my max zoom. I don't have development experience, so that isn't an option. The only fixes I've found online were with scripting. Hopefully those aren't the only options.
