Aerial Imagery Basemap Efficiency

Is there a way to use the aerial imagery basemap in an mxd and still be able to pan/zoom with efficiency? I would like to have an environment similar to that of ArcGlobe or Google Earth, but I really want it in ArcMap if possible. I have never been able to do so due to the lag time that exists when you pan/zoom around and wait on the basemap to redraw or whatever it does.
