Need help creating custom grid for address data

I am trying to create a custom grid that contains address data for our County. Given a starting point in the NE corner of the County, the ranges increase by 2000 #'s every mile (E to W) and increase by 4000 #'s every mile (N to S). Basically I want it to work like a graticule grid, but with our County address data instead of Lat / Long data.

I would also like this grid to change when the map is zoomed in or out.
