Color based on attribute

Doe anyone know a way to color a feature based on values in an attribute.

What I am meaning. Say I have a line I want to be RGB value 123, 211, 100

I enter that value in for a particular line and it automatically makes it that color.

I am not looking for the long version of manually adding the line to the symbology and manually assigning that color.

Without Python please. Some of the Clients I work with have no idea how to work with a Python Script.
