Spatial Statistics Tools fail in ArcGIS 10.2.1

I installed 10.2.1 after removing 10.2. I cannot execute the spatial statistics tools in the Toolbox. [The other tools in Toolbox work.]
There is an X next to the spatial statistics window for Cluster and Outlier Analysis (Anselin) and the other tools.

I've 1) removed all previous versions of Python 2)then I installed ArcGIS 10.2.1 3)the I unistalled Python 2.7.5 and did the repair of ArcGIS 10.2.1. The Ptyhon directory and files were reinstalled to Phython2.7\ArcGIS 10.2

I've also added PYTHONHOME to my enivironment variables with the value C:\Python27\ArcGIS10.2\Lib\site-packages\

PLEASE HELP.
