Create 3d map with features that unskilled user can fly through at a podium?

Hi,

I have a large digital terrain model with georegistered photographs and video.

I would like to create a project that contains the a 3D model of the terrain together with hot-clickable video and photos that pop up.

I was hoping to use something like ArcGlobe to do this and I was looking to ultimately create a stand-alone application that a unskilled user can operate a 3d mouse and do the exploring and clicking unaided? Is this possible with ArcGlobe? Can anyone suggest a series of steps to do this?
