Custom color ramps

I admittedly have low patience with ArcMap for certain things that should be completely intuitive and built in. Colors ramps are my current complaint. I want to make a simple 9-color divergent color ramp for customized land uses (ie 9 land uses) that I want to be able to use with various maps. Seems like something I should be able to do. But I can’t seem to because there’s no option to when creating a new color random color ramp to specify only 9 colors. So I have “null” colors for the remaining four options. That doesn’t actually make them unavailable, they just get drawn blank. So… when trying to symbolize these property parcels by their land use (simply an attribute value from 1-9) it’ll randomly drawn 9 colors and often the “null” colors. Making it even more frustrating, I just did it and a color will appear more than once. So right now, I have the same color values 1 and 3 that are “red” and 8 and 9 and both “grey.” Also, can you select what color goes with what variable in a color ramp? I tried but can’t see an option. The reason this would be good is simple, when using this color ramp for a new map in a different jurisdiction, I’d want red to always be with “1”, blue with “2” etc but when the symbology is drawn its random.
