Multi Series Area Graph Not Retaining Transparency When Adding to Layout

I have an area graph with two series and the series at the front has a transparency set so I can see the series at the back. When I add the graph to my map layout the transparency does not remain.

I know if I export the graph to an image then the transparency remains but is there a fix to this issue or is it just a limitation?
