Creating a Street View Map

Hello. I am very new to creating maps and have zero experience with this software. I need to create a map for various towns, to show the streets in the selected areas for a delivery company. That way their drivers can look at a map and figure out the best way to get there with each delivery. Can someone explain to me the easiest way to do that?
