I have found ArcPy functions that support the analyzing, staging, and publishing/uploading of Map Documents and rasters / mosaic datasets (CreateMapSDDraft, CreateImageSDDraft, StageService_server, and UploadServiceDefinition_server).
However, there does not appear to be any comparable Python functions available for creating Globe Services from .3dd files.
