Data Refresh

Hi all,

This is a two-part question, but I think dealing with the same variable / setting:
We are running 10.1, with most data coming out of a multi-user versioned SDE database.

1) When two users are looking at a map and one is editing data, the non-editor cannot see the edits unless they exit the program and re-open a map or re-load the data in a new map. The refresh button doesn't seem to do anything, turning the layer on & off doesn't do anything, and zooming / panning to a new extend doesn't do anything. We are not using feature caches, and the data is not otherwise cached on the server to my knowledge. But Arc is acting like it's cached. Is there a setting I'm missing or otherwise a way to force a refresh of the data?

2) Similarly, but unrelated - we have a CSV file on our network that is refreshed every 10 seconds with GPS locations from several vehicles. The CSV file always has the same name and formatting but will have different coordinates and timestamps. I'm thinking we can feed this into Arc with no problem, but would like to set it up so that anytime the extent is changed or the refresh button is pressed, the data is updated. If it acts anything like the above situation, the X,Y,T values will not update until the map is closed & reopened, which obviously isn't an answer. So similar to above, is there a way to force a refresh?

Bonus points for a solution that actually updates the data in real time as the new values are populated into the CSV file.
