Use Reporting Services to generate "mini tables"

Hi,

Here's what I'd like to do, as it's being done manually right now.

Use a Report Template (RLF) to produce "mini tables" on an Arcmap layout.

Each record in my table has a cooresponding location on the map. I'd like to make a "mini-table" for each record (or records), and display it on my map layout. See table below.

I'v made a report that generates a table for one record. I'd like to automate this thing so it loops through all records in my table, produces a report for each, and adds it to my map. Additionally, I'd like to show "grid" lines around the cells if possible. See below, first table is what the current report generates, second is a manually formatted table I did in Excel, and inserted into the layout. When you have more than 15 records in a table, it gets pretty tedious and error-prone to do this manually.

I've seen similar requests on this sort of thing in the past, but no solutions. This is kind of me thinking about the problem a little different than I have before. If I were to use Autocad, it has its own entity called a TableEntity, which mimics an Excel table inside Autocad. I'm thinking this should be possible to duplicate in ArcMap ... ESRI Ideas?
