Measure Tool - Odd question

We have an engineer here at the office who is asking if he can change the style of the line in the Measure tool, he loses the line when measuring over aerial photos and wants to be able to see it. I have been able to find nothing in online help, so I am asking you experts out there if you know of any way to do this. Thanks for whatever assistance you can give.
