ArcMap 10.1 SP1 - Fixed scale layout doesn't fix the scale.

Is anyone else have problems with fixed scale layouts?

If I set a fixed scale in the dataframe properties, it behaves correctly in the data view, but in layout view, resizing the data frame rescales the contents.

This is in addition to problems with the georeferencing tool not working, and ArcMap 10.1 crashing frequently :mad:

ArcMap 10.0 worked flawlessly... mostly.
