Strangely enough, my Bing Maps services still appear to be working in 10.2...I expected them to disappear on me. Can't complain, but I'm scratching my head a little bit.
But in preparation for migrating off of Bing (we do not have a Bing key), I found a pretty good substitution of Esri service layers that are a nice replacement for the Bing Aerial/Road hybrid, which we had used extensively.
In ArcCatalog, go into "GIS Servers\ArcGIS on server.arcgisonline.com". Add the following layers:
1. Reference/World_Boundaries (on top)
2. Reference/World_Transporation
3. World_Imagery (on bottom)
I like to make the World_Imagery about 30% transparent to lighten it up a bit.
Then put these three layers into a group layer, and save out the .lyr file onto an easily-accessible location on your network. Now it's really fast and easy to pull into any map.
I'm hoping that Esri will eventually make a canned basemap that has aerial + roads + reference, but for us this has proven to be a nice workaround in the meantime. Hope this helps other people.
