Export to PDF Issue

Hello all, I hope I'm not duplicating a thread, but I can't seem to find this question answered already...

I'm ready to export my map to PDF and it is not exporting to match what is showing in Layout view. I had previously been able to export the map without issue, but now my background (rectangle drawn to represent oceans) is not exporting with the data and graticule graphic. Exporting to other formats has the same problem. Has anyone come across this problem and found a solution?
