Problem opening 8.3 PGDB in 10.1

I have a user in Public Works, who has an annotation feature class created in 8.3. Going through ArcCatalog 10.1, an error occurs when trying to 'Upgrade' the PGDB. Any ideas or solutions? The annotation is thousands of placed text used for mapping the sanitary sewer.
