ArcMap 10.1 Basic: How do I show a single boundary line for two polygons.

The polygon in the middle of the attachment has overlapping dashed lines from the dashed lines of abutting polygons. I do not have ArcEditor, so I can't use representations. What do I need to do to show a single dashed line to show the common boundary between the polygons?
