Starting COGO

I have some tracts and pipelines that I need to map and will need to use COGO to plot them. It's been sometime since I've used the COGO too and I'm having problems just getting started. I've got the toolbar but it's all grayed out...just can't seem to recall how to activate the tool.



Can someone point me in the right direction? I've tried finding a tutorial or help file that will walk me through the steps but can't find one that is any help. ...will be using ArcGIS 9.3
