Added Commands are Grayed Out

When I add Create Layer from Selected Features command to a tool bar from the customize mode commands tab it is grayed out after I close the customize mode window. This happens in 10.0 and 10.1. Some other added commands did this while others did not. Any ideas out there what is going on?
