Using the Disolve Tool

Hello all,

I'm working with my municipalities tax parcels, we have some parcels that have the same parcel number assigned to them meaning the same person owns them and there side by side. I would like to merge these parcels together so that there is a accurate representation of what people own. I tried the Dissolve tool but It inset really working (probably because of user error). If anyone has a suggestion on how to do this that would be great!
