Can't save position of toolbars in Arc10

I have a user who spends a couple of minutes tweaking the toolbars to his preferred positions, then saves and exits. The normal.mxt file shows the current time and date, so I assume it's saved. When he re-opens Arc 10 , the toolbars are back where they started. Is there a way to save the toolbars positions ? We use a lot of toolbars and it's a bit of a pain to reconfigure every time.
