metadata: tags vs. keywords

What's the difference between "tags" and "keywords" in metadata? I'm not finding good documentation for metadata (we're using FGDC) that really spells out the specifics. Even the "Illustrated guide to complete FGDC metadata" isn't very complete....

Can anyone explain or point me to better documentation?
