#4 is in reference to the Forced Split checkbox. However it splits spaces whether there is enough room or not. Why?

It's obvious from the first image (no space stack) that there is plenty of space for the label, yet in the second image (space stack) the label is being stacked without Forced Split being checked.
For reference:
1) These are cemetery plots and while not shown in the images, some plots have more than one name associated. These are the labels that I need to split to fit more than 3 labels in one plot, hence the need for space stacking.
2) The date is a forced stack using a character inserted as part of the label expression with Visible unchecked.
Any ideas on how to overcome this or suggestions on something I'm missing would be appreciated.
