ArcGis 9.3: import csv file sets some values to zero, Why ?

I have many times imported semicolon separated text files (.csv) to ArcGis succesfully. At least I think so, i.e., I haven't previously found any errors.
Now, however, I have noticed a problem. I have the following type of semicolon( ; )separated file to import (.csv):

(It doesn't fit in the post window, so each row spreads here two lines... but you see the format.)
These are just the title row and the 3 first data rows; the total number of rows is 273572. The text is pasted from excel, so the separators are not visible but, when opened with, e.g., Notebook, the semicolon separator is there.

Now, there's no error message when the .csv file is added to an ArcMap document. BUT when taking a looking at the table, SOME, but only some with no obvious logic, nonzero values in the original data are output as zero.

Has anyone faced a similar problem and does somebody have a suggestion why this occurs? This is quite dangerous, since it is very hard to realize that an error has occurred. Once before there was a similar problem, and the solution was that Arc didn't like quotes (even paired) in attribute titles. But now there is no such problem.
