Background Display Defaults to Blue In Data View

Hello,

I've been having issues with the background default color ever since I upgraded to ArcMap 10. Everytime I open up a blank map, the background always defaults to blue in the Data View (not Layout View), and I always have to go into the properties display tab and manually change it to white. I have tried everything - deleted and created new templates, etc., but no matter what i do, it always shows up blue. I'm about at my wits end with this.

Does anyone have any insight or experience with this? Or know how I can at least change the background color to default back to white?
