An Error Has Occurred on the Script on this Page

I have a model in model builder that I've been developing in Arc 10.2 for about a year. I'm trying to run the Feature to Raster tool and it will not open up the tool window that displays the parameters in either model builder or in ArcMap. Here's a picture of the error message.
