Upgrading Computer to Minimize Slowdown

Hi all,

I'm currently using ArcGIS 10.2.1 rather extensively for a local surveying and mapping project. The map document utilizes several layers of data as well as a collection of aerial photos as the base layer. While panning or zooming the map, the aerial photos in particular are slow to render. Some of these layers have been imported from CAD and can often take upwards of 15-20 seconds to fully load for a particular region.

I have the opportunity to possibly update this system in the near future, so am trying to figure out where the slowdown might be coming from in order to prioritize that while budgeting a system.

I'm currently using a system running a Core i3-4130 (3.40 ghz), 4GB of ram. The video card is Intel HD Graphics 4400 (Dedicated Video Memory 128MB). Hard drive is 500GB 7200 RPM 16MB Cache SATA 6.0Gb/s. I'd like to ideally move up to a tower/workstation machine with a core i7 or mid range xeon processor, though I'm not sure whether its more important to spend money on a faster hard drive, additional RAM, or a graphics card.

We're not currently planning on doing much or any work with ArcGlobe, ArcScene, or any of the 3D analyst features so I assume the graphics card isn't a huge issue, though the 128MB of available memory does seem low (I've tried to allocate more in the BIOS but its proven elusive so far).

Any thoughts onto what might be a good thing to prioritize?
