Trying to make a map but it won't show up correctly please help

I am trying to make a thematic map showing crimes in a city. I downloaded a crimes dataset containing X and Y coordinates of crimes in Washington DC and a census tracts basemap layer from the Tiger website. I add the CSV file containing XY data into ArcGIS and convert it into a shapefile and the points appear. I then added the basemap layer containing census tracts, however the two are showing up at different places. How can I get the crimes points layer to go above the tracts layer??? I attached a picture to explain it.
I think it has something to do with the coordinate systems not matching up but I don't know how to correct it.
