Setting Visibility of select features by Data Driven Page

Here is what I would like to do.

I want to set visibility of a particular feature based on Data Driven Page.

Meaning. My DDP's are map sheets. Say I am on Sheet 28-Q

In my system I have customer meters. Each meter has a location id. I can parse it out so that a customer is on sheet 28-Q

When Data Driven Pages get to sheet 28-Q I only want those meters who's sheet number = the current Data Driven Page

ArcGIS 10.2.1

Or as an alternate I would like to find a way to make Masking Layers work with polygons that have a definition query, will also mask labels, and when the polygon is not visible then masking does not work.
