Cached map

I do have a cached map with multiple zoom scale level that I want to publish to the arcGIS server for flex but I have a free labels that converted to geodatabase annotation but it gets so huge when zoom level is around 72,123. Being new to the ArcMap, I cannot figured out ways to set the max zoom for the freeway label ONLY. in lay term, how can I set the font-size so it does not change so much where the freeway shield label does not cover half the map?
