How would you create a static dimensional symbol

I don't think this is possible but I thought I would ask anyways. I need to make a '+' symbol that is 300 ft by 300 ft and apply it to a points layer without it resizing when the map changes scale.

Ideas?

My workaround is just to create a line layer and merge it together then copy/paste and move it on top of my points layer.
