Topology Issue

Dear:

I am having issue with topology. After removing the errors (Overlaps and Gaps) when i reopen the the file new errors appear. also when i merge a sliver it shifts the faeture to some distance hence increasing the errors. I am using ArcMap9.2.

any solution Plz
