Grouping Points into a given number of polygons

I'm looking to aggregate ~20,000 points (customer locations) into contiguous polygons that each contain a given number of points that i request. Any ideas on how this can be accomplished. I already tried grouping analysis, k-means, and other clustering methods.

Looks like Aggregate Points might work but that is now part of the Spatial Analyst extension??
