Need to simplify map and then put back into coverage format...

I am newbie to GIS, doing college project, i have downloaded online free GIS data it has in .e00 format its shape of China.

Program i using can display .e00 file without converting it to other formats, however it has too many edges (or whatever its called in vector graphics), and program lags a lot. I tried with other country shapes that have more straight shape and program works smooth.

My goal at this point is simplify i.e. remove unnecessary edges and dots from vector shape and put it back into .e00 format.

So far i am able to convert .e00 to Coverage and open in ArcMap then save shape as SVG and open inside Inkscape (fee vector editor) then in Inkscape there is an option "Simplify" that does exactly what i want - removing as much dots from shape as possible without degrading it.

Now all i need to do is put SVG back to coverage, this is where i stuck.

From what i read alternative way is to convert .e00 -> coverage then covert coverage -> shapefile and then edit shapefile in ArcMap and somehow make it coverage again, however i again i have no clue how to make this happen.

Some step by step would be grately appreciated.

P.S. i have ArcGIS 9.3 and ArcInfo Workstation 9.3 installed on collage computer and i know how to covert e00 to coverage and back to e00, that's pretty much all i know about ArcGIS...
