ArcMap 9.3 - WMS image layer blurred when rotating data frame

Hello,

When creating maps with WMS aerial imagery layers I often get the problem that the resolution decreases when the data frame is rotated. It seems as the resolution is reduced which makes the image look blurred.
This does not occur with imagery that is stored locally, only with WMS layers. I have tried different layers, including the ArcGIS World Imagery (Link). All of them show the same behaviour.
Interestingly, the image quality is the same (full resolution) at a rotation of 0°, 90° and 270°. It is worst right in between those angles (e.g. 45°) and gets better again as I rotate the data frame to 0/90/270° (like 10° rotation is way better than 30° rotation)

Is there a way to use such a WMS imagery in full resolution despite data frame rotation (at all angles)?
