Creation of US maps where the area of a state/county is proportional to an attribute?

I have seen maps that express the relative value of a given attribute by making the area of the county or state proportional to the value of the attribute. Does anyone know of a way to do this with ArcMap (ArcGIS Desktop 10.2)?
